Lead Metering & Allocation Engineer

1. Measurement & allocation subject matter expert
- Functional subject matter expert for measurement and allocation, giving advice and support to front line especially for allocation and fiscal meters in order to have a reliable HPIM and allocation process.

2. Metering/measurements
- Develop metering and measurement strategy for the team as well as approve and review of procedures and processes.
- Routinely evaluate measurement technology for various process applications (especially fiscal and allocation) to enable effective process control, safeguarding, product quality, environmental and production performance monitoring.
- Approve and advise suitable flow meters (e.g. turbine, positive displacement, orifice, coriolis, ultrasonic flow meteretc) and meter run configuration for the required measurement - Approve/review/evaluate MPFM and wet gas metering systems
- Approve/review/verify metering system software configuration/parameter selection (e.g. correct flow calculation, fluid property data, ...)
- Subject matter expert, advice and assist asset to troubleshoot complex metering systems (e.g. flow meters, flow computers, tank gauging, weight/ load cells, ...)
- Assess performance of metering systems and implement corrective action to eliminate bad actors especially for meters used in allocation
- Specify and evaluate validation/calibration method (including on line verification ) to meet performance standards, audit execution and assess results to determine if (any) corrective action is required
- Develop and maintain the monitoring system for the health statuses of critical meters used especially in Fiscal and Allocation process.
- Develop and implement the general concept of measurement uncertainties in flow rate measurements
- Develop and implement the general principle of fluid property data and its effect on metering
- Contribute to the development and/or revision of standards and practices for metering systems in Kashagan
- Technical Authority and provide technical review and recommendation for peers
- Diagnose and resolve significant complex and non-routine problems related to metering
- Develop strategy and implement Metering management IT tool
- Advice and participate and sometimes lead in the preparation of Measurement and Allocation Agreements - Auditing of M&A processes and equipment
- Lead the monitoring calibration activities and maintaining the M&A data base.
3. Standards and Compliance
- Interpret, apply and advice relevant standards, industry standards (e.g. ISO, API, ASTM, AGA, ...) and engineering calculations governing metering applications

Competences:
• Competence on doing fiscal allocations and determining the best allocation method for an asset.
• Knowledge of metering, sampling, custody transfer and multiphase measurement and phase behaviour required. A general knowledge of topside facilities and process flow for separation and measurement is also required.
• Ability to accomplish goals which require resources outside span of control
• Ability to manage competing priorities to build ownership toward the asset and maximize results delivery
• Ability to communicate effectively with management, external bodies, and all level of employees
• Capability to work through others to achieve results while mentoring and developing staff competence
• Skills to identify and implement effective courses of action to complete work and ensure achievement of departmental goals
• Independent judgment and initiative within established guidelines  Capability to manage projects and processes effectively

Requirements:
• Bachelor’s Engineering degree from an accredited college or university (preferably Intrumentation).
• Minimum 8 years experience in oil and gas industry specifically facilities engineering with an emphasis on metering, custody transfer, and multiphase flow measurement is an essential requirement.
• Fluent written and spoken English, including a good understanding of technical English.
• Computer literate and ability to analyse and present complex data, structures and processes in a concise manner.
• Experience in working in the former Soviet Union or a Caspian region country is an advantage.
• Previous supervisory experience is an advantage
